UTICA, N.Y. -- The West Street Apartments, an affordable housing complex with 42-units for low-income working families, on Monday held an official grand opening. Some residents started moving in back in March.

"I'm still seeing smiles on people's faces of gratitude and gratefulness. I don't know, we've been here for two months, and like I said, it's very quiet and everybody respects each other," said Timothy Johnson, a resident.

There are more than 200 people interested in the apartments on a waiting list.

The $13.8 project also has a community services facility operated by the Rescue Mission of Utica.
