SYRACUSE, N.Y. -- Two laws aimed at protecting animals left out in severe weather were voted down in Onondaga County.

Adrian's Law was named after a pitbull who froze to death in Syracuse.

Each proposal wanted to penalize owners, but discrepancies between the breed of dog and temLawsperature ranges prompted two versions of the law.

The original version was voted down 8 to 9. The second version was voted down 4 to 13.

Officials say they're disappointed by the outcome, but similar legislation is under consideration at the state level.

"That really deals with an awful lot of what we are trying to deal with today. So it really may render everything we are trying to do moot if the state passes similar legislation,” said Onondaga County Legislator Casey Jordan.

Adrian's Law was first introduced in February.
