UTICA, N.Y. -- Utica property owners will have to cover a 5.41 percent tax hike in the 2018-19 fiscal year, which comes after some back and forth between common councilors and Mayor Robert Palmieri.

The mayor vetoed an amendment last week which called for $300,000 to be taken out of Utica's fund balance. He said it would harm the city’s credit rating.

Common councilors on Monday tried to override his veto but came up short.

"No one wants to raise the taxes, but we want to provide the services. If you remember, in 2012 we had to cut police, fire, DPW, roughly 20 percent. I don't want to go down that road again," Palmieri said.

"You learn from the past, you understand the present, and you plan for the future and this is what this administration has done for the last six years."

City leaders said the average Utica property owner will be paying about $77 more in taxes.
