This week marks one year since 18-year-old Seth Collier died as a result of his injuries from a hit and run crash.
Former Onondaga County DA investigator Peter Rauch was behind the wheel.
He is now serving 2-6 years in prison for second degree vehicular manslaughter and leaving the scene of a fatal crash.
Oakes said during the afternoon and night of the crash, Rauch and others were drinking at different establishments.
Rauch is estimated to have had 16 drinks and his estimated BAC is approximately a .17 to a .18.
Oakes said videos show Rauch did not use his breaks when he hit Seth.
The DA said Rauch then went to the Pasttime Athletic club where parked and left his car within a minutes' time.
"I would think a normal person, even if they were going to leave would agonize over that decision, would think about it,” said Oswego County DA Gregory Oakes. “Again, his response, his fleeing was so responsive, was so quick. I think it shows his true nature, his true character.
Friday at 6:00 p.m., Collier’s family will have a balloon release at the corner of Bear and Salina Streets where the crash took place.
