New details have emerged about the puppy that was reportedly found frozen in Syracuse -– police are now saying that was never the case.

A pitbull was found near Onondaga Park Sunday, but according to an animal cruelty investigator it was neither frozen to the ground, nor injured.

The officer says that the dog appeared to have gotten loose, but they have not located the owner.

There is no criminal investigation into the incident at this time.

This incident comes amid an ongoing debate in the Onondaga County legislature, about dogs being left out in the cold.

Adrian's Law has been proposed to penalize owners who leave their animals out in severe weather; however it has not yet passed, because legislators are considering multiple versions of the bill.

The legislation is named after a pitbull who froze to death in Syracuse in January.
