NEW HARTFORD, N.Y. A lot of ground was covered in Oneida County Executive Anthony Picente's State of the County Address.

In the wake of the Utica College scare, there was a major focus on school safety.

He emphasized improving communication, and wants school districts to have armed Special Patrol Officers in every school building.

Picente wants to have mental health providers in every school, and a threat assessment model made on how to prevent violence in the community.

He also proposed a partnership between County Government and local colleges to study gun violence and find solutions.

Another focus of his speech was the future of Rome.

He wants to create a state of the art recreation space, expand the UAS footprint, further Mohawk Valley Community College's culinary programs and create a three-story "Rome Vertical Garden".

"Rome, now, is taking more of a regional approach. We are integrating ourselves into the region and the County is recognizing that. So I feel very good about that," said Rome Mayor Jacqueline Izzo.

"We're strong. We have to remain together. We have to stop the negativity and really be able to sit and reasonably discuss issues. Not fix blame. Fix problems," said Oneida County Executive (R) Anthony Picente.

Picente also talked about the "U District". It includes a casino, museum and sports center.

He says an economic development study shows it could have an impact of more than $110 million a year and include 1,100 new jobs.
