If the state took over the local government share of Medicaid costs, property taxes could go down, according to a new report from the Empire Center.

But the state would have to either make cuts to the program or find eight billion dollars to keep it as is.

And while there are several proposals for a state takeover, the report's author says none of them include an adequate funding plan.
