Monday, Governor Cuomo's budget director outlined the administration's payroll tax proposal. Tuesday, the leader of the Senate Republicans - not surprisingly - expressed skeptism about the plan. Cuomo's office says the payroll tax would be optional for businesses, but Senate Majority Leader John Flanagan isn't so sure.
