Dutchess County Executive Marc Molinaro has outlined his spending plan for the county for 2018. 

Speaking in Poughkeepsie Tuesday, Molinaro presented a plan to reduce the county property tax cap levy for the fourth consecutive year while cutting property taxes for the third year in a row. Property taxes for homeowners will go down about $8 if your home is worth $200,000.

The plan also includes more funding for shared services. The city of Poughkeepsie now uses a county-wide bus system.

Molinaro says the county is also investing in solutions to the opioid epidemic with funding for mental health and addiction programs. That includes more social workers, staff for a mobile crisis intervention team and $60,000 to fund a mentoring program for addicts, which will address a national issue at a local level.

"Whether you are living with mental illness or confronting the demons of addiction, we want, through an effort to strengthen our tools, we want to break through those barriers," Molinaro said. "We want to talk about those stigmas associated with mental health. We want to provide the resources to really be there to help people find their way to recovery, find their way to full mental and physical health."

More than $1.5 million will also used to promote arts and tourism in the county.
