Binghamton police identified a suspect in the homicide of a Binghamton University nursing student as Orlando Tercero.

Tercero was identified three days after 22-year-old Haley Anderson was found dead at 23 Oak Street, where Tercero lived. Police said he fled the country to Nicaragua before Anderson was found. Binghamton Police Chief Joseph Zikuski said Monday that Tercero boarded a flight from New York's JFK airport at 8:40 a.m.

Investigators say Anderson was at one time involved in a relationship with Tercero, 22, also a BU nursing student. She was last seen by friends at 4 a.m. on Thursday, Zikuski said.

Tercero is a U.S. citizen, but Zikuski said he may have dual citizenship in Nicaragua. 

Broome County District Attorney Steve Cornwell said in a statement that the case will be presented to a grand jury, and if an indictment is handed up, a warrant would be filed.

Cornwell added that if there is a warrant for Tercero's arrest, his office "will present the warrant to the United States Department of State, and call on the Nicaraguan government to extradite the defendant back to Broome County."

According to the state department, the United States and Nicaragua do have an extradition treaty, but the Nicaraguan constitution bars the extradition of Nicaraguan citizens.

"When a life is taken, we will use all available legal procedures and resources to bring justice to the victim; her family; the defendant; and our community," Cornwell said.

Several agencies are assisting the Binghamton Police Department, including the FBI, Port Authority of New York/New Jersey and the Nassau County Police.

The Decker School of Nursing canceled classes Monday in the wake of Anderson's homicide and made the university's counseling center available with those mourning the Long Island-native's death.
