When state lawmakers return to work in January, they will consider whether to legalize recreational marijuana in New York. Earlier this year, the health department released a report recommending this move. State officials then held a series of public hearings to talk about the pros and cons of legal pot. One concern revolves around the criminal justice system and people of color. Advocates say before the state changes the law, they should move to expunge criminal records.
