The split verdict in the Joe Percoco trial, with Cuomo's former aide guilty on three charges and cleared of three others, was enough for some lawmakers to call for reform of how the state awards contracts. Percoco was accused of using his position and influence to steer contracts to certain developers or get approval for projects. And even though the jury was not convinced he did that, critics of Governor Cuomo say it should never have even been a possibility. So they want improvements to the way economic development money is spent, and much, much more transparency.
