Ethics reform does not appear to be at the top of Governor Cuomo's agenda this year, judging by how little we heard about it during his State of the State address. But good government advocates are eternal optimists, and they are hoping to see the legislature take action on things like clean contracting, budget transparency, and campaign finance changes. And while a lot of that has been talked about for years with little action, this year the legislative session will coincide with the trials of several high-profile corruption cases.
