Common Cause New York is shedding light the problems that lead to communities being under-counted in the Census. According to a report recently released by the organization, New York City has one of the highest hard-to-count populations. That's because low income neighborhoods, communities of color, or areas with a lot of renters are harder to count. The issue does also spread upstate, particularly for people living in rural areas. The discrepancies can be so great, that while the National Center for Farmworker Health reported over 100,000 farmworkers and their families living in New York State in 2011, the state only estimated about 60,000.
