We are 48 days away from the start of the 2016 Saratoga racing season and control of the New York Racing Association is up in the air. Members of the Concerned Citizens of Saratoga Racing group are backing legislation that would return NYRA to private non-profit control. While Governor Cuomo hasn't publicly said what he prefers, his reported plan would allow him to appoint five of the 15 members himself.
