The Obama administration is temporarily making some prison inmates eligible for Pell Grants in an effort to support in-prison college programs. The initiative will study whether these programs can indeed reduce recidivism, as advocates have long maintained. And the Education from the Inside Out Coalition is hoping it will be a first step toward better access to higher education for all prisoners. Coalition co-founder Glenn Martin joined us to explain.
