The new school year is starting with old debates still raging, including whether New York should continue to implement the Common Core standards. And in particular, the question of whether parents should be encouraged to opt their kids out of state tests. This year districts saw a big spike in opt out rates, and now, the state's new education commissioner has to decide how to handle the trend.
