Buffalo Police have satisfied all violations brought up in a state report on the death of Craig Lehner.

The report, from the state Public Employee Safety and Health Bureau, detailed the events surrounding Lehner’s death after he went missing during a training exercise on October 13, 2017.

According to the report, the department

  • Did not properly assess all safety and health aspects of the training dive
  • Did not equip all divers with a diver-carried reserve of breathing gas supplies, and
  • Did not ensure all dive team members had experience or training in diving operations and emergency procedures.

Lehner had been with the department’s Underwater Rescue and Recovery Team for six months prior to his death and had completed five training dives. The dive on October 13 was his first in swift water.

The Buffalo Police Benevolent Association President says the state is content with the changes BPD made to satisfy the violations.

The Lehner family's attorney said “The Buffalo Police Department is a first-class organization with extremely competent and conscientious leadership.   We are extremely pleased that the shortcomings that led to Lieutenant Lehner’s death have been addressed in a timely fashion, thereby minimizing the risk to other first responders.”
