BUFFALO, N.Y. — One Buffalo councilman has entered into a public agreement with Elmwood Crossing developers to make sure they keep their promises once construction starts.

Councilman David Rivera says he got the idea after working extensively on the project, which aims to turn the old Women & Children's Hospital into a mixed-use development.

Rivera says developers told residents they'd incorporate green space and affordable housing and he just wants them to see that through.

"We see revitalization and then we see people being displaced to other places. Neighborhoods are being gentrified. And that's a concern of many of the residents that come before the common council. And I've heard them. They've been coming to council chambers in the hundreds,” said Rivera.

As of now, developers have promised to commit 60 of the 300 planned units to this cause.

Construction on Elmwood Crossing is scheduled to start this fall.
