WEST SENECA, N.Y. -- The vote was two-to-one: West Seneca Supervisor Sheila Meegan and Councilman Gene Hart voted in favor of the town's proposed budget, Councilman William Hanley voted against.

When it came time for public comment at this week's meeting, a number of speakers brought this up: "When you have three people, it's always going to be two-to-one, two-to-one. We need our five people back," said resident Sue Sirica.

Meegan says it was 2010 when residents voted to cut two positions from what was then a five-member board.

"I have no objections. It's the prerogative of the people," said Meegan. "No one should be discouraged to have an additional voice in government."

Meegan says what they'd need to bring back the positions are signatures that amount to five percent of the total amount of voters in the town who voted in the last gubernatorial race. She estimates that's about 1,500 signatures. Those would need to be filed with the Board of Elections, and the question could be on the ballot in 2018. If passed, elections for one two-year-position and a four-year one would be held in 2019.

Current councilmen say they're not sure how much of a difference this would make.

"You'll still have a three-member board, because you'll still need three members to pass anything, and then, what you'll wind up with is a more intense political situation," said Hart.

"All you're doing is adding $42,000 to your budget, which isn't a lot. It doesn't really affect a $40 million budget," said Hanley.

According to Meegan, that would amount to less than an extra dollar a year to residents' taxes.
