NIAGARA FALLS, N.Y. -- Another overflow of sewage discharge leaked into the Niagara River Monday morning.

The Niagara Falls Water Board says the heavy rains caused the system to overflow.

The board says the system can only handle 60 million gallons of wastewater per day because of an outdated carbon filter treatment system.

The board says it is considering upgrading to a biological treatment process, which officials hope would eliminate the overflow.

Senate Minority Leader Charles Schumer believes a new infrastructure bill could help solve the discharge issues.

"If we got an infrastructure bill, the Niagara Falls Waste Water Treatment Plant is just the kind of thing we need," Schumer, D-NY, said. "We need to redo it. In the old days, the federal government used to pay 75 percent and we got cleaner water, better water, etc. Hopefully we can restore that if we do a major infrastructure bill."

Schumer says he's hopeful congress and the president can work together to reach a deal in the near future.

The DEC says they are investigating the incident.
