Governor Cuomo is proposing $7 million to be included in the budget to pay for changes to the state's voting laws. That includes allowing for early voting. New York is just one of 13 states that does not allow for it. Some Republicans in the past have been concerned that it would become an unfunded mandate or would drive out more Democratic voters.
