As reported last week, the state is looking at a potential budget deficit next year--to the tune of at least $4.6 billion. According to the governor's budget office, that number will only grow in the coming years. The state says much of the issue is because of the uncertainty over tax reform in Washington, and what that reform would mean for New York. EJ McMahon from the Empire Center explains.
