A regular homeowner’s insurance policy however doesn’t cover flooding. Homeowners must go through national flood insurance which is backed by FEMA.

Even if you do have it, prices can vary depending on a number of factors like location and elevation.

Horseheads Allstate Agency Owner Ralph Sutter says they do offer a 'water back up' policy. It provides up to $50,000 in coverage if someone’s sump pump fails.

The Governor deployed assessment teams across the region. If the damage meets federal guidelines, the Governor can put in a request for FEMA aid.

"We always advise to meet with your agent, take the time, to at least call them on the phone, say hey, this is my situation in my home, in my area, and what do you advise we do," said Sutter.

As for the FEMA aid, the President would also need to approve it.
