A new proposal could revolutionize how business is done in Chemung County municipalities.

A Council of Governments would be made up of representatives from each municipality and the county. They would hold forums on ways to improve communication, share services and promote fiscal transparency. The propsal will continue to give Elmira $400,000 until the shared services are fully combined. It could also provide a financial safety net for towns and villages by establishing a reserve fund.

"We're going to start bringing people together now as we get ready for our next round of shared services," said County Executive, Tom Santulli. "So I think it's a really well thought out plan. We got more work to do. We'll be meeting with the towns and the villages to discuss it, to talk about how we can work together better. How we can do more to help each other’s finances and how the county can help them in any time of need."

The proposal will be part of the county executive's 2019 budget.
