State Senator Fred Akshar has expressed concern with the governor’s upcoming budget, saying crucial programs are being left behind.

On Friday, he toured ACHIEVE, which provides services to individuals with developmental and intellectual disabilities through residential care, community support and education.

Akshar said he believes ACHIEVE is being neglected by the state.

Because of previous cuts, they've been forced to pay employees only slightly more than minimum wage, which has made it hard to increase their workforce.

"When I hear the governor propose state agencies stay flat and then these agencies like ACHIEVE are supposed to continue the great work that they're doing on flat budgets, it's a cause of concern of mine,” said Akshar.

Country Valley Industries, a facility that hired people with developmental disabilities was forced to shut down in 2015 after receiving cuts to funding.
