BINGHAMTON, N.Y. -- Democratic Candidate Tarik Abdelazim and Broome County Executive Jason Garnar announced the plan Operation Slumlord, a program promises that taxpayer funded housing will be safe for low-income families. 

However, lawmakers say many landlords house residents in unhealthy conditions.

Opponent and incumbent mayor Rich David (R) says he's been asking for addresses from the County Executive's office to help residents.

"The County Executive's Office has not given it to us, and now we know why, because he has been playing politics and that is very disappointing," David said.

"We will take approach where we're building a culture of responsibility so that we have stronger and safer neighborhoods for everybody," said Abdelazim.

Mayor David has had several initiatives where rundown or blighted homes have been torn down.

The two candidates are set to debate again Wednesday night at 7 p.m.
