Governor Cuomo is proposing a new tax on opioids as a funding stream for addiction services and other responses to the abuse crisis. But some lawmakers have suggested that pharmaceutical companies will just pass the tax on to insurance companies and patients. And that is a big concern for groups like the Center for Disability Rights, which gave budget testimony this year about the need to make sure people with serious injuries or chronic conditions have access to pain management.
