Five years after Superstorm Sandy, the Regional Plan Association says New York is still not doing enough to prepare for the impacts of climate change. The group is out with a new report that looks at the effect of rising sea level on New York and its neighbors. It argues for a new approach that's pro-active rather than reactive.
