TARBORO, N.C. -- Four people were arrested in Edgecombe County for their roles in a police chase that left Deputy David Manning dead earlier this month.

The people charged include two employees of a bar where the driver had been drinking before the chase began.

According to alcohol enforcement agents, Richard Walters, of Pinetops, drank the equivalent of 16 malt beverages at Melanie's Place in Tarboro on March 11 before an employee of the bar helped him jumpstart his vehicle and he drove away.

Manning was attempting to stop Walters' vehicle when he lost control and crashed head-on into oncoming traffic.

Walters crashed his vehicle nearby and ran from the scene. He is charged with DWI and possession of marijuana.

Kristin Harrell, of Pinetops, is also charged with possession of marijuana.

The employee who jump-started Walters' car, 34-year-old Cindy Mendenhall, of Tarboro, is charged with selling alcohol to an intoxicated person.

Melanie Johnson, of Melanie's Place, is charged with allowing the violation to occur.

Mendenhall and Johnson were also charged with obstruction of justice as police say they lied to investigators about how drunk Walters was.
