ORCHARD PARK, NY -- The Carolina Panthers won their preseason opener 28-23 over the Buffalo Bills on Thursday night as they scored 21 straight points before the Bills would make it close in the final minute.

The starters saw limited action, leaving many of the plays in the game up to those trying to earn a spot on the roster once the regular season begins.
