Congress is one step closer to tax reform after the House passed the 2018 budget yesterday. But it was a close vote, with 20 Republicans including seven from New York voting no. And many of their objections centered around ending the state and local tax deduction. But just because the budget passed doesn't mean that it's a done deal.
